Corruption Prevention Checklist – Recruitment of Construction Workers (23/8/2021)

Sourcing and recruitment of construction workers through "middlemen" is vulnerable to abuse, e.g. soliciting and accepting "referral fee" from workers in return for their recruitment or continuous employment in construction projects or inflating the qualifications of workers to deceive wage payments from employers.  This practice would render the "middlemen" and the workers involved liable to prosecution and undermine the integrity and quality of the projects.  Contractors and subcontractors should put in place adequate safeguards against corruption and malpractices in the recruitment of construction workers. 

The Corruption Prevention Advisory Service (CPAS) of the ICAC has recently uploaded to the Portal the "Corruption Prevention Checklist – Recruitment of Construction Workers", which assists contractors and subcontractors to put in place adequate safeguards against corruption and malpractices in the recruitment of construction workers.  Project clients are also encouraged to require their contractors and subcontractors to adopt or adapt the recommended measures.  Please click here to view the details.
